Traces the careers of Matthew Arnold and three of his brothers who served as schools inspectors. Claims Matthew’s greatest contribution to the development of elementary education lies in his argument that education leads to a healthier and more stable community. Finds Edward Arnold did not agree with his brother’s larger view. Briefly sketches the influence of Arnold’s sister Jane Forster on her husband, who was Education Minister in Gladstone’s administration.
